This is a recolour set of the 'Leather Coat' outfit seen occasionally on settlers. I like the basic outfit because the mesh bears a slight resemblance to the Veteran Ranger gear from Fallout New Vegas, but not keen on all the duct tape and pipes and various other bits, plus it's sort of weirdly shiny. So I made a cleaned-up texture plus a toned-down specular, so that it could be a more versatile outfit.
It comes in Black, Blue, Camo, its original brown colour, and Red.
They are crafted at the Chem Bench, found under the Utility category, with names that start with Ez Leather Coat. They cost one unit of cloth, two units of leather, give 90 Damage Resistance and 30 Rad Resistance.
As usual, they are wearable by yourself, companions, and settlers, of both genders.
